Ask a narrower question
“Can a foreigner open an account?” is too broad. Tell the branch your immigration status, whether a residence card has been issued, why you need the account and which functions matter. Receiving salary, using a debit card, online banking and international transfers may involve separate checks.
A branch refusal does not prove that every bank has identical policy, but visiting many branches without understanding the missing requirement is inefficient. Ask what document or condition prevents the application.
Prepare evidence of a legitimate purpose
Financial institutions must identify customers and manage fraud risk. A passport establishes identity but may not establish address, local connection, tax information or account purpose. Bring any genuine supporting documents that the branch requests.
- Passport and valid stay evidence
- Local address and contact details
- Employment, study or other purpose evidence
- Tax-residency information if requested
- A clear list of required account functions
Consider waiting when the account is not urgent
If your residence card is already in process, waiting may create a more useful account with fewer temporary limitations. Compare that benefit with the real urgency of salary, rent or other payments. Never use another person’s account as an informal workaround without understanding the legal and financial risks.
